John Ruszczyk choked back tears as he talked about the pain of the loss of his daughter, Justine Damond.

"I have enormous gratitude for being the one she chose", Mr Damond said.

Ruszczyk said his daughter was killed by a bullet, that was sacked by an agent of the state, and he will continue to seek justice. "And that's really. I really had to step up to be at her level".

Damond was fatally shot by Officer Mohamed Noor on July 15 after she called 911 to report hearing a possible sexual assault near her home.

"You have stolen my daughter and ripped her from my arms", he said, referring to the officer who shot Ms Damond.

The invitation promises to honour her spirit, and features her beaming smile under the sub-heading "move from fear and survival to fascination and creation".

A large photo of Ms Damond, who was engaged to be married to her American partner, was displayed alongside an Australian flag at the memorial on the shores of Lake Harriet.

Instead Damond stood on a stage near Lake Harriet, his voice occasionally lost in the noise of aircraft overhead, and expressed to hundreds at the Lake Harriet Bandshell what he'd planned to say to his bride at their wedding.

A judge approved a search warrant for investigators to examine the smartphones of two Minneapolis police officers in the shooting.

At the memorial a man at the back of the crowd held a sign reading: "NOOR RESIGN NOW".

Noor was in the passenger seat and shot Ms Damond through the open driver-side window.

The memorial finished with a walk in silence around Lake Harriet.

The search warrant application was filed Thursday.

Web browsing history on the department-issued iPhones of both Noor and Harrity are also fair game for investigators.
