Hurricane Harvey makes landfall on Texas coast

Officials in Texas are receiving reports of damage from Hurricane Harvey, but emergency officials are having trouble responding.

- It made landfall as a category 4 storm, with maximum sustained winds of 130mph (210km/h).

President Trump has announced that he had signed a disaster proclamation for Texas, granting the state federal aid as Hurricane Harvey makes landfall.

"Ten New Jersey Red Cross volunteers are proudly serving alongside local volunteers in Texas, helping provide a safe haven for those who have evacuated their homes due to Hurricane Harvey", said Ana Montero, regional CEO, American Red Cross New Jersey Region.

With the high storm surge and 15 to 30 inches of precipitation in some areas from Corpus Christi to Houston, coastal and inland flooding is going to be a major threat for millions of residents in the area.

But the worst-case scenario, which one of the best models is predicting, is for Harvey to make landfall, dump rain on Texas for a few days, then go back out into the Gulf of Mexico, intensify, and make landfall again in Louisiana.

The hardest loss is in Corpus Christi, where more than 160,000 customers have lost power, and in the surrounding towns of Port Aransas, Victoria and Port Lavaca, according to AEP Texas, the transmission company that services the area.

Billed as the strongest hurricane to hit the U.S. in 12 years, Hurricane Harvey landed on a stretch of coastline near the town of Rockport at around 10pm local time (4am United Kingdom time) bringing "life threatening" winds of 130mph.

Louisiana and Texas have declared states of disaster, authorising the use of state resources to prepare.

As Harvey slammed into the coast more than 100,000 people were without power, according to Electric Reliability Council of Texas company's Twitter account.

There are also reports of damage at Rockport High School. Houston, the most populous city in Texas, is home to the country's largest refinery and petrochemical complex.

The worst storm surge was expected to affect areas from the north entrances of the Padre Island National Seashore and Sargent, Texas.

The city warned its residents that it could face up to 20 inches of rain over the next several days.

Rios had blunt words for those determined to stay, telling them to "mark their arm with a Sharpie pen, put their social security number" - to be identified if found dead.
