The Florida Health Care Association said in a prepared statement that it is in contact with utilities and state, local and federal officials to try to get power restored to every nursing home as soon as possible. Also, information released by the state said 44 nursing homes were evacuated or closed.

After air conditioning was lost on Sunday, the day of the storm, the facility "allowed its residents to swelter in the heat, and reside in unsafe and unsanitary conditions", according to the complaint. Rehabilitation Center at Hollywood Hills said it also got additional spot coolers from a hospital on Tuesday, and on Tuesday night, its staff did rounds on patients "to check that the patients were stable", the timeline said. The home was not entirely without power during and after Irma - but there wasn't enough to run the air conditioning, its managers say.

"It is clear that this facility can not be responsible for Florida's vulnerable patients, and therefore the State will stop them from providing care", Scott said in a news release. "She opened her mom's windows, and she said, 'Mom, it's going to be OK'".

The nursing home has a history of safety violations and citations, including two for not following generator regulations in 2014 and 2016. All residents have since been evacuated.

"I had a problem with my back, if I go down I have to sleep in the parking lot because I am not sure that the elevator is going to work to come up", said 80-year-old resident Ariceli Milian. "We cared for them like family".
