Three people are dead and multiple children are injured following shootings in multiple locations in Northern California.
The first two people Neal shot and killed were neighbors before he sought seemingly random victims elsewhere, including an elementary school, where he was locked out.
Police say the gunman fired into the school from outside its grounds.
The rampage began shortly before 8 a.m. when the gunman fatally shot a neighbor he had been accused of stabbing in January, Tehama County Assistant Sheriff Phil Johnston said. The shooter was also killed by police.
But police said Tuesday's incident spanned multiple shooting scenes involving multiple victims, and that three deaths, including the shooter, stemmed from the shootings.
Officials in Tehama County say they're investigating at least seven crime scenes, one of which is an elementary school.
An officer told ABC News the shooter, who wielded two handguns and a semi-automatic rifle, appeared to randomly pick his targets.
A witness told KCRA-TV that his truck was stolen and his roommate was shot and killed by the suspect.

Several members of the ruling Left Democratic Front (LDF) have been demanding Chandy's resignation for some time. Earlier in the day, Thomas Chandy's counsel informed the court that he does not wish to withdraw the petition.

The shooting began at a home in the rural community of Rancho Tehama, almost 200km from the city of Sacramento. Enloe Hospital received four, according to hospital officials.
"The insane thing is that the neighbour has been shooting a lot of bullets lately, hundreds of rounds, large magazines", Flint said.
Flint learned of the shooting via a phone call early Tuesday.
"We've made it aware that this guy has been insane and he's been threatening us", the man said.
About 100 students attend the school where the shooting took place, according to a school official.
