North Korea has made clear that it does not intend to negotiate away its nuclear and missile programs in return for relief from global sanctions.

During the talk with Moon, Kim Yo Jong verbally delivered the personal invitation from her brother - Kim Jong Un - who said he wants to meet Moon "in the near future" and would like for Moon to visit Pyongyang "at his earliest convenience".
"It is inconceivable that Moon would visit North Korea when Pyongyang has shown no signs of specific action toward denuclearization", said a high-ranking Japanese Foreign Ministry official.
North Korea conducted its largest nuclear test previous year and said it had developed a missile capable of carrying a warhead to the United States.
And Pence repeated that USA policy remains that North Korea must give up its nuclear arsenal and stop trying to build ballistic missiles.
North Korea's delegation to the games will conclude its visit later on Sunday, having appeared to thaw the rift with the South, but there is scepticism about how honest Pyongyang is about improving relations.

Moon has not yet accepted the invitation from Kim Yo Jong, although he has said before he'd be willing to visit if it would help end the North's pursuit of nuclear weapons and its decades of hostility and threats against the South.
They met and lunched with South Korean President Moon Jae-in on the second day at the presidential complex.
North Korea held a scaled-down military parade Thursday to mark the 70th anniversary of its armed forces' foundation, on the eve of the PyeongChang Games.
