When it comes to the DPRK (and foreign policy in general) Tillerson's slated replacement, Pompeo, is considered to be more on the same page as the President. But Trump wanted a loyalist, not a diplomat. And there is perhaps no Cabinet position more perilous than translating Trump for foreigners, defending his vision, and fielding the protestations of an global community that is continually scandalized by what is happening in Washington.
