Trump has denied the allegations of having any intimate relationship with the adult-film star, but recently acknowledged that he reimbursed Cohen for his payments.

Mr. Ehrat, who has been Novartis' group general counsel since 2011, made the decision to retire "in the context of discussions" surrounding the payment to President Trump's personal lawyer. "Mr. Cohen sought reimbursement of those expenses and Mr. Trump fully reimbursed Mr. Cohen in 2017".

The disclosure came in Trump's annual financial form, a copy which was released by Office of Government Ethics.

The Stormy Daniels payment is a potential legal problem for the president because it could be seen as an illegal campaign contribution.

Trump's filing states that the president was not required to disclose Cohen's expenses, but was doing so in the interest of transparency.

"It's not a loan, but he reported it anyway", Giuliani, the latest addition to Trump's legal team, told the New York Daily News, directly contradicting Apol's findings. He said there were additional claims beyond just those two women that he was vetting, though they were in an earlier stage of vetting.

Swiss drugmaker Novartis AG said it had paid Cohen almost $1.2 million; USA telecommunications company AT&T Inc said it made payments of $600,000; and South Korea's Korea Aerospace Industries Ltd said it hired him for $150,000.

The Office of Government Ethics has also concluded that the payment to Cohen "meets the disclosure requirement for a reportable liability".

The payment made by Cohen was between $100,001 and $250,000 and there was no interest incurred, said the report, following the ethics office practice of reporting dollar amounts of payments and holdings in broad ranges.

Giuliani initially made the revelation about the payment in a Fox News interview.

As Newsy previously reported, Swiss drugmaker Novartis and AT&T paid Cohen a combined $1.8 million in exchange for insight into how to navigate the new administration after Trump took office. According to ethics document, Trump's income was $25 million in 2017 and more than $15 million from the golf club.

His continued ownership of the golf venues has been criticized by opponents, who say it blends personal and public business, allowing him to profit from the presidency.

The deputy attorney general is overseeing the Department of Justice investigation into whether Trump aides colluded with alleged Russian meddling in the 2016 U.S. presidential election.

Federal law requires White House officials, including the president, to "report liabilities owed to any creditor that exceeded $10,000 at any time during the reporting period".
