The Baltimore County police officer who was killed as she investigated a suspicious vehicle had recently won an award for solving a rash of holiday package thefts.
The first class officer had worked for Baltimore County police for almost four years, authorities said.
Harris is being charged as an adult, according to Baltimore County State's Attorney Scott D. Shellenberger. He is charged as an adult with first-degree murder.
School officials tweeted overnight that all Baltimore County public schools would open on time Tuesday.
It was not immediately clear what charges the other three suspects face.
At this time, police are not able to confirm if the officer was shot. Harris was expected to appear in court for a bail review later on Tuesday.

Investigators urged residents in a sizable swath of Perry Hall to stay hunkered down inside their homes and lock all doors and windows as officers search the community fringed with woodlands.
There are multiple suspects and at least one is believed to be armed, according to Baltimore County authorities. Shawn Vinson, a spokesman for Baltimore County police, said Monday.

The document says officers responding to the scene found Caprio suffering from traumatic injuries in the roadway. She was taken to MedStar Franklin Square Medical Center and died around 2:50 p.m., Vinson said. She had been with the department for four years. Witnesses identified him as the driver of the Jeep. He said he tried to flee in the Jeep when he saw police arrive. A next-door neighbor said she didn't know the officer and her husband, except for the occasional wave hello. The vehicle left skid marks behind, he said, leaving the officer down and bleeding. They say it won't be determined until an autopsy is performed. A pair of officers elsewhere, with guns drawn, entered a home's front door during the search. It was later learned that the officer might have been run over by a vehicle based on eyewitness accounts of the incident.

Parents from three elementary schools - Perry Hall, Seven Oaks and Gunpowder - were placed on lockdown, with parents told they couldn't pick up their children after classes let out.
Television footage of the area showed a large police presence in the neighborhood and parents waiting to pick up their children from school. About 8 p.m. Monday, the Baltimore County school system said students at the three schools could be picked up by parents under conditions of tight security.
"Our prayers go out to this courageous officer's family, [Baltimore County Police and Fire] and the Baltimore County community", he wrote.
Authorities were advising motorists to avoid the area and residents to shelter in place while the hunt for the suspect continued.
