Columbia County Emergency Management officials continue to monitor Michael as it moves north and recommended that residents prepare an emergency supply kit for the storm.
Rick Scott issued an order for a state of emergency for 26 counties to rush preparations in the Florida Panhandle and the Big Bend area, freeing up resources and activating 500 members of the Florida National Guard.
As of the 5 p.m. advisory from the National Hurricane Center, the storm is located about 520 miles south of Apalachicola, Florida.
Hurlburt's weather staff and base leaders have analyzed the current storm forecast and decided a personnel evacuation is not necessary, the base said. HAZARDS AFFECTING LAND -------- WIND: Tropical storm conditions are expected to first reach the coast within the warning area by this evening or tonight, making outside preparations hard or unsafe.
The National Hurricane Center expected Michael to become a hurricane later in the day. The biggest concerns for the Florida coastline, particularly an area between Destin and Apalachicola, are strong winds and a damaging storm surge.
The governor warns that storm surge could be as high as 8-10 feet (2.4-3 meters) in some parts of the Panhandle and 2-4 feet (0.6-1.2 meters) in the Tampa Bay area.

In anticipation of travel impacts, Southwest has implemented a flexible rebooking policy for customers scheduled to fly to or from several cities in the storm's path this week, including New Orleans, Panama City, Florida and Pensacola, Florida Tuesday through Thursday.
A new tropical storm could become a Category 2 hurricane with 100 miles per hour winds later in the day Monday as it closes in on Florida.
"It would be a tropical storm for us", Saavedra said.
Tropical storm force winds of 175 miles per hour were reported extending beyond the center of the storm, said the center. These chances could go up as we get greater confidence in the forecast. RAINFALL: Michael is expected to produce total rain accumulations of 3 to 7 inches over western Cuba and 2 to 4 inches over the Yucatan Peninsula and Belize through Tuesday.
The rainfall could lead to "life-threatening" flash floods and mudslides in mountainous regions, the hurricane center said.
