Harrington will lead the European team at Whistling Straits in Wisconsin in 2020, with Europe the holders after defeating the United States at Golf National in Paris past year.
Harrington, 47, a three-time major victor who played on six European teams, takes over for Thomas Bjorn, who oversaw a rousing success in France in September when Europe defeated the Americans 16½ to 9½, a seventh victory in the last 10 Ryder Cups.
In 2018, the Irishman was one of Thomas Bjørn's vice-captains at Le Golf National but in 2020 he will make the step up to captain on American soil.
Like Harrington, Stricker has been a three-time Ryder Cup vice-captain and with Harrington is confident Sticker will be a formidable opponent in 2020.
Harrington succeeds Thomas Bjorn for the 43rd instalment of the competition after an announcement at the European Tour's headquarters in Wentworth.
"Becoming captain is not something I went into lightly", Harrington said after he was appointed. I suppose you could look at this as being a natural progression, you move on from player to vice captain to captain.
"I think what they are really saying is that they liked what they saw and they would like a continuation of what they have seen and not to rock the boat too much".
"Their confidence in me is hopefully going to be well-placed", Harrington said.

Morgan, one of the most accurate shooters in the Big Ten at 67.6 percent from the field, but is shooting 4 of 12 at halftime. Michigan's Zavier Simpson scored 12 points and freshman Brandon Johns had eight points and eight rebounds.
Harrington spoke of finding that little edge to give Europe the best possible chance of retaining the trophy in Wisconsin, and he'll leave no stone unturned over the next 18 months or so.
"Obviously I'm thrilled to be named as the captain for 2020", Harrington said.
Management continuity is widely seen as one of the factors in Europe's recent success, the team winning nine of the last 12 biennial contests. McGinley led Europe to victory at Gleneagles in 2014 before Darren Clarke suffered defeat at Hazeltine two years later.
Harrington has a storied Ryder Cup career, having represented Europe six times as a player - including being part of four triumphs. "The current players who are going to play under me have been very supportive".
"I know there's words there, but the actions nowhere near match up".
"You know when you're going up against a guy like that that he is mentally tough and strong".
Couples captained the USA to three straight Presidents Cup triumphs from 2009 to 2013 and was a vice for the next two, but in 2017 he stated he felt his opportunity to oversee a Ryder Cup had "passed by".
